If you do not see .htaccess file in your public_html directory then either it is not created yet, or dot (.) files are hidden on your account. You can create .htaccess files by clicking on the +File button on the top. And if the .htaccess files are hidden, then you can show the hidden files by clicking on the settings button at the top.

Then click on the Show Hidden Files (dotfiles) checkbox to enable it. Then click on the save button to save the changes. Hidden dotfiles on the file manager will show now and you can view and edit .htaccess files as needed.
